I might be wrong, but you could in theory add the spell to yourself with the console command ' player->addspell 'Absorb Spell Points () ' omit quotations and omit Parentheses if you want the ranged versions. The spell is called 'Absorb Spell Points' and there is a ranged Variant called 'Absorb Spell Points ' I've looked over the NPCs who have the spell, and it doesn't look like you'll be able to buy it.

The spell exists, definitely, and it doesn't look like you could have someone teach you.
